The white house expects to extend the start-3, but for a short period, during which Russia and the United States could sign a new contract with China. About the demands of Washington to include Beijing in the process of negotiations on reduction of strategic offensive arms has long been known. The problem is that China does not consider it appropriate to limit ourselves by any Treaty, given the very large difference in the inventory of the nuclear Arsenal. However, even such intentions, the US can be called a breakthrough.
